“Prativaad” Inter-Collegiate Politico-Legal Debate Competition to be Held at S S Khanna Girls Degree College on April 7

The S S Khanna Girls’ Degree College, a constituent college of the University of Allahabad, will host the 4th Inter-Collegiate Bilingual Politico-Legal Debate Competition “Prativaad” on April 7, 2026. The event is being organized by the Saroj Lalji Mehrotra Centre of Legal Studies, a prominent academic centre of the college that focuses on legal education and constitutional discourse.

The debate competition will revolve around the theme “Right to Recall: Strengthening People’s Sovereignty or Disruption of Electoral Mandate?”. In Hindi, the motion is framed as “जनप्रतिनिधि वापसी का अधिकार : जनसशक्तिकरण का सशक्त सुधार या निर्वाचित जनादेश में व्यवधान?”.

The event aims to create a platform where students can analyze constitutional issues, democratic reforms, and political accountability through structured academic debate.

Structure of the Debate Competition

The debate competition will be conducted in two rounds:

  1. Preliminary Round
  2. Final Round

The format is designed to assess participants on their argumentation, analytical reasoning, communication skills, and rebuttal ability.





Preliminary Round Rules

The preliminary round will serve as the qualifying stage for the competition.

Key rules for the round include:

  1. Each team must consist of two speakers, with one speaking for the motion and the other against the motion. The roles will be decided by the participants themselves.

  2. Each participant will receive 4 minutes to present their arguments in the preliminary round.

  3. No rebuttal will be allowed during this round.

  4. Judges will evaluate each participant individually, and the team score will be calculated by combining the scores of both members.

  5. Top four teams based on the preliminary round scores will qualify for the final round.

  6. The Best Speaker awards for both sides of the motion will be determined based on individual scores obtained in the preliminary round.

Final Round Format

The final round will feature the top four teams selected from the preliminary stage.

Important rules for the final round are:

  1. The teams competing against each other will be decided through a draw of lots.

  2. The side of the motion (for or against) for each team will also be determined by draw of lots after the preliminary results are declared.

  3. Each team will receive 4 minutes to present their arguments in the final round.

  4. Rebuttal will be allowed during this stage of the competition.

  5. In each team, one member will present the main argument while the other will handle the rebuttal.

  6. Only the non-speaking member will be allowed to deliver the rebuttal.

  7. The rebuttal time will be limited to 2 minutes, and it will take place after both teams have presented their main arguments.

The theme Right to Recall is a significant issue in democratic governance. The concept refers to a system where voters can remove an elected representative from office before the end of their term if they fail to perform their duties effectively.

Supporters argue that such a mechanism enhances democratic accountability and citizen empowerment. Critics, however, believe that it may lead to political instability and interfere with the electoral mandate granted by voters.
