UGC Directs Swift Implementation of Gender Champions in Higher Education Institutions
UGC Mandates Appointment of Gender Champions to Foster Gender Equality
In a significant move to strengthen gender equality and inclusivity across the educational sector, the University Grants Commission (UGC) has issued a directive urging all universities and colleges to ensure immediate implementation of the "Guidelines for Gender Champions in Educational Institutions". The latest communication, dated 29 May 2025, reiterates the Government of India’s commitment to promoting equal treatment and fostering an inclusive environment within academic institutions.
Objective: Promoting Equal Treatment and Dignity for All Genders
The UGC circular emphasizes the importance of altering the mode of interaction across institutions to promote gender equity as guaranteed under Article 15 of the Indian Constitution. The initiative seeks to appoint Gender Champions — individuals committed to advocating gender equality — in every college and university across the country.
Who can be a Gender Champion?
Gender Champions can be any student — boys, girls, or transgender individuals — who are above the age of 16 and enrolled in any higher educational institution.
These Gender Champions are envisioned as leaders and role models who will ensure that schools, colleges, and universities are spaces where girls and all genders are treated with respect, dignity, and fairness.
Mandatory Compliance and Reporting
Institutions are required to:
- Refer to the UGC letter dated 29.04.2024 and relevant guidelines available on the official UGC website under the “Notices” section.
- Create an environment conducive to gender justice and inclusivity.
- Appoint Gender Champions and complete the online compliance form on saksham.ugc.ac.in.
- Submit compliance status at the earliest to the designated portal.
The UGC has asked all Vice-Chancellors and Principals to prioritize this initiative in their institutions for ensuring long-term sustainable change.
Why This Matters
This is a crucial step toward building a future where gender sensitivity, respect, and equal opportunity are core components of Indian education. With increasing awareness and active participation from students, the role of Gender Champions is expected to lead behavioral change, combat discrimination, and promote an equitable academic atmosphere.
