In a significant move aimed at strengthening the judiciary, the Government of Chhattisgarh has notified an important amendment to the Chhattisgarh Lower Judicial Service (Recruitment and Conditions of Service) Rules, 2006. The amendment, published in the Chhattisgarh Gazette (Extraordinary) on 3rd July 2025, mandates a minimum of five years’ experience as a Civil Judge (Junior Division) for certain judicial appointments.

The amendment has been made under the powers conferred by Article 234 read with the proviso to Article 309 of the Constitution of India. The Governor of Chhattisgarh enacted this change after consultation with the High Court of Chhattisgarh and the Chhattisgarh Public Service Commission.

As per the newly inserted clause in sub-rule (2) of Rule 5, the phrase:

"having minimum experience of five years as Civil Judge (Junior Division)"

  • Enhances credibility and merit-based selection.
  • Aligns with judicial reform policies for improved justice delivery.

The amendment has been officially signed by Mr. Mukesh Kumar Varmanik, Additional Secretary, Law & Legislative Affairs Department, Chhattisgarh.
