Kashi Declaration Adopted at National “Nasha Mukt Yuva for Viksit Bharat” Summit in Varanasi

The “Nasha Mukt Yuva for Viksit Bharat” National Youth Summit, held from 18 to 20 July 2025 at the Rudraksh International Cooperation and Convention Centre in Varanasi, concluded with the release of the landmark Kashi Declaration — a national-level roadmap aiming for a drug-free and spiritually awakened India by 2047.

Organized under the banner of My Bharat (Mera Yuva Bharat) by the Ministry of Youth Affairs and Sports, the summit brought together over 500 youth representatives from across India, representing more than 100 organizations including cultural, spiritual, educational and civil society institutions.

Highlights of the Kashi Declaration

The Kashi Declaration is structured in three parts — National Thought, Action Commitments, and Cultural-Social Mobilization. Together, they form a five-year action agenda for making India addiction-free through a value-based youth movement.

I. National Thought and Vision

  • Recognizes addiction as a threat to India’s youth and demographic strength.
  • Aligns the de-addiction vision with Indian culture and spirituality.
  • Promotes traditional wisdom and community healing over individualistic models.
  • Calls for nationwide mental health support and destigmatization.
  • Encourages cooperation among spiritual leaders, youth groups, media, and policy institutions.

II. Action Commitments

Institutional Action
  • Youth Ambassadors to drive awareness in educational and local institutions.
  • Local “Jan Samvad” with teachers, police, rehabilitation workers, and parents.
  • Collaboration with panchayats, police, and schools to counter addiction collectively.
Policy and Education Engagement
  • Expansion of school and college-level campaigns, debates, and competitions.
  • Launch of the nationwide campaign “From Kashi to Nation.”
  • De-addiction surveys to be conducted and submitted to ministries.
Cultural and Social Outreach
  • Addiction framed as a spiritual crisis, addressed through yoga, dhyana, and Indian values.
  • Launch of public campaign “India’s Strength is Its Addiction-Free Youth.”
  • Use of nukkad natak, poetry, storytelling, sports, and art for youth engagement.
  • Creation of a digital portal to share stories and connect volunteers nationwide.
  • Interfaith, intergenerational collaboration for mental-emotional resilience.
  • Mass movement (Jan Andolan) through exhibitions, youth yatras, and rallies.

Prayagraj Youth Represent India’s Voice

Four students from Prayagraj made a significant mark at the summit. Representing SS Khanna Girls’ Degree College, University of Allahabad, and Arya Kanya Degree College, these selected participants were mentored by Legal Chariot and shared impactful ideas for legal awareness, youth engagement, and de-addiction efforts. Their participation showcased Prayagraj’s leadership in values-based youth activism.

National Leadership and Recognition

Union Ministers including Dr. Mansukh Mandaviya and Shri Shiv Pratap Shukla (Governor, Himachal Pradesh) participated. The Prime Minister, Shri Narendra Modi, addressed the youth through a special message, urging them to lead India’s journey toward Viksit Bharat @2047 by becoming addiction-free role models rooted in Indian ethos.
